East Asia community Building: Academy debate, Policy and the implication for the U.S

As it has been known, International Relations, as a field of research, focus on major topics of war and peace, conflict and cooperation. As and when international tensions eased and the Cold War ended, no threat in the form of a state has emerged, and the state of interdependence and globalization intensifies, most countries in the world wish to enjoy peace and stability in order to concentrate on the efforts of social, political, and economic developments. That creates favorable conditions for international cooperation.

Efforts at building East Asian Community (EAC) should be seen against this background. On the one hand, significant progresses have been recorded as and when regional countries are forming the Community. On the other hand, it does not, however, mean that the EAC emergence would come with ease. In fact, issues related to its geographical boundaries, memberships, specific steps taken to materialize it, and relations between EAC and existing cooperative institutions and frameworks, among others, are still the topics for discussions and debates among various academic and policy-maker circles in many countries. Different policies suggestions may be made as a result.

This article reviews the process of EAC building, discuss issues related to conceptualization of EAC, and implications for the United States

* Xu thế hợp tác vẫn đang nổi trội trong bối cảnh thế giới và khu vực kể từ sau khi Chiến tranh lạnh kết thúc. Các nước trong khu vực châu Á-Thái Bình Dương đang có những cố gắng nhằm phát triển và đa dạng hóa những tiến trình và cơ cấu hợp tác khu vực trên các lĩnh vực kinh tế, chính trị-an ninh và văn hóa-xã hội. Tuy nhiên, mỗi vận động trong quan hệ quốc tế, dù ở tầm toàn cầu hay khu vực, đều chịu ảnh hưởng của nhiều yếu tố, trong đó quan trọng nhất là môi trường chính trị-kinh tế chung, quan hệ giữa các nước lớn, sự vận hành của các cơ chế sẵn có và ý tưởng (đằng sau đó là lợi ích) cụ thể của các nước về hợp tác. Tổng hợp của các yếu tố trên có thể tạo ra thuận lợi cũng như khó khăn cho các tiến trình hợp tác. Và mặc dù đã có đủ điều kiện để hợp tác, nhưng diễn biến cụ thể của từng dự án hợp tác lại có những phát triển phức tạp nhất định.
