On Reforms of the procedures for Viet Nam’s Foreign Policy Making Process

Foreign policy consists of foreign policy strategy (what are the national interests and what are the best ways to attain these interests?) and politics (which institutions and elements play which roles? And their impact on policy making?). Formulation of foreign policy strategy is the selection of desired goals and creation of means to achieve the goals. Meanwhile, the political aspect of foreign policy is the process of selecting and formulating the policy through institutions partaking in policy making. If we look at the policy makers, we can categorize three models of foreign policy making: collective decision making, , individual decision making, and organisational decision making. Vietnam follows the model of collective decision making. This model has its pros and cons. To improve the effectiveness of foreign policy making, Vietnam needs to reform its model of foreign policy making and establish policy advocacy institutions.
