“International actor” or “player” is a key concept in all theories of international relations. However, there has been no general systematical criteria to define “who can be conceptualized as actors (or players) of international relations”, but the connotation of the concept has been achieved at a relatively modest level: “international actors” must be “human being”. Regarding the concept's denotation, the classification of “international actors” widely varies. This paper will present different definitions of “International Actor” in accordance with theories of neo-realism, liberalism and constructivism. Besides, the article also looks at a rising “uncertainty” tendency of the concept, due to the current disagreement in identifying study objects of International Relations (as an academic discipline). Therefore discussions on denotation and connotation of the concept will to continue.
