, hội nghị thượng đỉnh ASEAN vào năm 2001 kêu gọi thành lập một Cộng đồng Kinh tế ASEAN và sau 31/12/2015 Cộng đồng kinh tế ASEAN (AEC) sẽ được hình thành. AEC là một trong ba trụ cột quan trọng của Cộng đồng ASEAN nhằm thực hiện các mục tiêu đề ra trong Tầm nhìn ASEAN 2020. Mục đích của AEC là: (1) tăng cường khả năng cạnh tranh của ASEAN, cải thiện môi trường đầu tư ở ASEAN: (2) Thu hẹp khoảng cách phát triển giữa các thành viên và đạt được sự hội nhập về kinh tế sâu hơn trong khu vực. AEC sẽ được đặc trưng bằng một thị trường duy nhất, một cơ sở sản xuất chung với sự tự do di chuyển của hàng hóa, dịch vụ, dòng vốn đầu tư, cũng như sự di chuyển tự do của các doanh nhân và lực lượng lao động, nhất là lao động có kỹ năng.

Một trong các biện pháp thúc đẩy AEC hình thành và phát triển là việc thành lập một Cộng đồng khoa học và công nghệ (KH&CN) ASEAN vì mục tiêu đổi mới, cạnh tranh, và tri thức[1] (ASEAN S&T Community for Innovation, Competitiveness and Knowledge - ASTICK) được Bộ trưởng Khoa học và Công nghệ các nước ASEAN thống nhất thông qua. Sau đó, vào năm 2002, Ủy ban Khoa học và Công nghệ ASEAN (ASEAN COST) đã yêu cầu Tiểu ban phát triển nguồn lực và hạ tầng cơ sở KH&CN (SCIRD) thực hiện việc xây dựng Khung chương trình cho Cộng đồng khoa học và công nghệ ASEAN.

Tầm nhìn của Cộng đồng khoa học và công nghệ ASEAN là tạo ra một cộng đồng các nhà khoa học và công nghệ ASEAN cùng đóng góp và chia sẻ các nguồn lực để nâng cao năng suất của khu vực nhờ đổi mới, sáng tạo và tri thức. Để đạt được tầm nhìn này, ASEAN đã cam kết sẽ liên kết các chương trình và các nguồn lực KH&CN của các nước thành viên để nâng cao hiệu quả trong việc tăng khả năng cạnh tranh trong khu vực. Các nguồn lực về KH&CN khi được kết hợp trong khu vực ASEAN sẽ là rất lớn. ASEAN cần phải đánh giá lại việc sử dụng các nguồn lực và thiết lập các cơ chế để phân bổ một cách hiệu quả. Vì vậy, ASEAN cần xây dựng một khuôn khổ Chương trình để cộng đồng KH&CN ASEAN cùng đóng góp và chia sẻ các nguồn lực của mình. Sự thành công của chương trình Cộng đồng khoa học và công nghệ ASEAN không chỉ phụ thuộc vào chất lượng của chương trình. Điều quan trọng nhất là tinh thần chia sẻ và cam kết chính trị của các quốc gia thành viên.

In response to the increasing speed and intensity of global integration, the ASEAN Summit in 2001 called for the creation of the ASEAN Economic Community. The ASEAN Ministers of Science and Technology (S&T) agreed to establish the ASEAN S&T Community for Innovation, Competitiveness and Knowledge (ASTICK) to support and enhance ASEAN integration. Subsequently, in 2002, the ASEAN Committee of Science and Technology (COST) requested SCIRD to undertake the formulation of the Program Framework for ASTICK. The Vientiane Action Program (VAP) was endorsed by the Heads of the 10 ASEAN nations in November 2004 as the next Action Program for the period 2004-2010 and is implemented for broader integration of the ten member countries into one cohesive ASEAN Community. Eleven priority sectors are selected for economic integration towards a single market and production base. The selection of these sectors is based on the basis of comparative advantage in natural resources endowments, labor skills, cost competitiveness and value-added contribution to ASEAN’s economy.

ASTICK envisions a community of ASEAN scientists and technocrats pooling resources to improve productivity of the region through innovation and knowledge. To achieve this vision, the ASEAN has to commit their S&T programs and resources to enable greater effectiveness in attaining competitiveness in the region. The pooled S&T resources in ASEAN are quite large. ASEAN needs to reassess the utilization of these resources and set up the mechanism to allocate them efficiently. Therefore, a framework to pool and share these resources in the ASEAN S&T Community needs to be developed. This pool of resources can then be directed toward the priority areas.  

Working through these 6 steps yields six priority areas: (1) network of testing facilities; (2) network of equipment services; (3) setting up Centers of Excellence for bio-technology; (4) skill training and development; (5) visa free for scientist and ASEAN S&T personnel and (6) incentive provision for the private sector to participate in the program. The implementation of ASTICK Program requires 3 components: (1) identification of S&T activities, (2) acquiring and allocating the resources; and (3) monitoring and management of the program. The success of ASTICK program does not depend only on a good framework program but most importantly, on the spirit of sharing and political commitment.
