Human Resource Issues and Foreign Direct Investment

In assessing the attractiveness of a country for investment a company will consider economic aspects, issues affecting cash flow, market size, and company strategic objectives. Clearly these are critical - if returns from the investment are not positive, and risks manageable, the investment will not be made. However, what is often not appreciated by investment policy makers and by investment promotion agencies is the key role of human resource issues in a company’s decision.
