On the subtance and operating mode of modern diplomacy in the era of globalization

So far, it is undeniable that state is the primary actor in international relations. Nevertheless, it must be acknowledged that in the course of globalization, apart from states, there are other new elements that are supplementary to international relations as well. Therefore, reference to these elements is inevitable in the analysis of international relations. Above all, they are inter-government organizations and then, non-government organizations, multinational corporations, local authorities, etc. Apart from these actors, analysts of international relations also refer to the entire mankind, criminal, religious and theoretical individuals and organizations, etc. The increasing number of international relation elements – albeit not recognized as actors – have been impacting on form, substance and operating mode of diplomatic activities in the era of globalization.
