Confidence and Mutual confidence in International Relations

In the context of integration, Vietnam has expressed its wish to be a friend and a trust-worthy partner in the international community, actively participating in regional and international cooperation. More than ever before, we need to understand confidence and mutual trust which have now become a separate area of study involving psychology, sociology, politics and main international theories. The author argues that confidence is the preparedness to put your interest in other people’s hands. It is a psychological state and is expressed in the expectation of other’ behaviours. In international relations, cooperation would require certain degree of confidence among countries. Mutual confidence depends on trust. The author points out criteria to measure mutual trust as well as to classify degrees of confidence. He also gives us different strategies to foster mutual confidence including the incremental strategy and the institutional strategy. In the last part, he gives us an example of confidence building in the relations between Germany and France after the Second World War. The relations serve as a model for building confidence and reconciliation among countries.

* Trong bối cảnh mở cửa và hội nhập hiện nay, Việt Nam đang trong quá trình đưa các quan hệ với các nước, đặc biệt là các nước lớn và các nước láng giềng, đi vào chiều sâu và ổn định, chú trọng hiệu quả, tăng cường sự tin cậy lẫn nhau, tạo sự đan xen lợi ích. Trong quá trình này, Việt Nam mong muốn “là bạn, đối tác tin cậy của các nước trong cộng đồng quốc tế, tham gia tích cực vào tiến trình hợp tác quốc tế và khu vực”. Đây là một thông điệp đối ngoại phù hợp vì việc xây dựng lòng tin và thúc đẩy quan hệ tin cậy lẫn nhau góp phần đặt nền móng vững chắc cho sự phát triển ổn định của quan hệ (tránh rủi ro và những sự cố bất ngờ) cũng như sự hợp tác nhiều mặt giữa các bên.

Nghiên cứu về “Lòng tin” và “Quan hệ tin cậy lẫn nhau” trong QHQT đã được phát triển thành một dòng nghiên cứu riêng và bắt nguồn từ lĩnh vực nghiên cứu tâm lý học, xã hội học, chính trị trong nước và các lý thuyết QHQT chủ yếu. Mảng nghiên cứu này cũng tập trung vào các nghiên cứu tình huống với một số ví dụ thành công điển hình (đặc biệt là quá trình xây dựng lòng tin và hòa giải Pháp - Đức) và qua phương pháp so sánh để phân tích và lý giải những tình huống chưa thành công khác. Bài viết này sẽ thảo luận một số điểm mà tác giả cho là quan trọng nhất liên quan đến nhận thức về lòng tin và các biện pháp xây dựng lòng tin trong quan hệ quốc tế hiện nay...
