ASEAN to Play the Role of a Peacemaker on the Korean Peninsula

The fast changing situation on the Korean peninsula, including outcomes of the Trump - Kim Summit in June 2018, the third inter-Korean Summit in September 2018 and positive achievements of the ASEAN Community, has recently created an opportunity for ASEAN to play the role as a peacemaker to accelerate related parties negotiating to end the Korean War that is, technically, still going on. South Korean President Moon Jae-in and North Korean counterpart Kim Jong-un, in the recent Summit, declared an “era of no war” and vowed to eradicate all military threats on the Korean Peninsula and establish permanent peace. However, a formal peace treaty is not yet actualized. This paper argues that ASEAN can seize the opportunity only if its unity and willingness to play a more active role in pursuing peace and prosperity on the Korean Peninsula are enhanced.

China’s Use of Economic Leverage in the South China Sea Disputes: Objectives, Measures, Conditions and the Possibility of Application to Vietnam

Economic leverage is one of the most effective tools used by China in the South China Sea disputes recently. As a new phenomena of China’s economic statecraft, it serves China’s interests in the South China Sea, including punishing countries whose policy goes against China’s interests, encouraging countries with policy supporting China’ stance, sending a message of China’s power to other partners and opponents. Based on different contexts, China would deploy this tool in various ways, namely passive leverage, active leverage, “exclusionary” leverage, coercive leverage and latent economic leverage. Analysing these factors will enable the countries, especially claimants in the South China Sea disputes, including Vietnam, to somehow predict when and how they will be affected by China’s eocnomic leverage tool.

Four Sha – China’s New Legal Tactic in the East Sea

   In September 2017, international media reported a "Four Sha" claim made by the Director General of the Department of Law and International Treaties of China’s Ministry of Foreign Affairs. What is the meaning of the “Four Sha” claim? Why is it published in international press and sparked debates and controversies? The article will focus on the origins and implications of the Four Sha claim, assessing this claim under international law and Chinese strategic plans in the East Sea.

Power Transition in International System in the Period of 2001-2017

Entering the 21st century, Asian emerging economies, especially China, have recorded an impressive growth. Therefore, many scholars have published their researches showcasing the US’s relative decline and power transition to the East. Most of the publications, however, include assessments based on national capabilities, not least the economic strength. This article does not deny the significance of economic resources in the national power but points out that there are other effective approaches yielding amore comprehensive and multifaceted assessment. Structural power is such an approach. By adopting this approach, the article argues that the power transition from the US to its rivals has been limited in the international economic structure at the regional level. Meanwhile, the power transition in the security and ideological structures significantly occurred as a form of power concentration between the US and its close allies. Thus, it is unlikely for another great power to replace the US as the leader in international system in the near future.

Impacts of the Trans-Pacific Partnership Agreement (TPP) on ASEAN’s Leading Role in the Process of Regional Cooperation in East Asia

Toàn cầu hóa và hội nhập là hai xu thế phát triển song song của thời đại hiện nay trong bối cảnh sự phụ thuộc lẫn nhau giữa các quốc gia ngày càng gia tăng. Một loạt các cơ chế hợp tác trên cơ sở lấy Hiệp hội các quốc gia Đông Nam Á (ASEAN) làm trung tâm là biểu hiện cụ thể của hội nhập khu vực ở Đông Á. Do đặc thù riêng, hơn 15 năm qua, ASEAN luôn đóng vai trò chủ đạo trong tiến trình hợp tác khu vực. Tuy nhiên, xuất phát từ nhiều yếu tố, vai trò chủ đạo của ASEAN trong hợp tác khu vực ngày càng suy giảm. Trong những năm gần đây, dưới nỗ lực thúc đẩy của Hoa Kỳ, Hiệp định đối tác xuyên Thái Bình Dương (TPP) phát triển tương đối nhanh và mạnh, đồng thời có xu thế áp đảo các khuôn khổ hợp tác kinh tế hiện có trong khu vực do ASEAN khởi xướng, do đó trở thành một biến số mới khá quan trọng đối với vai trò chủ đạo của ASEAN trong hợp tác Đông Á. Bài viết này chủ yếu phân tích ảnh hưởng của TPP đối với vai trò chủ đạo của ASEAN trong tiến trình hợp tác khu vực Đông Á.
